O Brasil daquela \u00e9poca buscava promover equil\u00edbrio em sua balan\u00e7a comercial e reduzir as importa\u00e7\u00f5es de petr\u00f3leo que estavam no radar da equipe econ\u00f4mica do Governo Federal.
